My processor is suppose to be going 4.7ghz, but it's only going 4.0ghz. can some one please help.

What are you running to stress it to the max, what are you using to monitor the speed, what temps are you hiting, what is your cooling, psu, motherboard.

Motherboard:GA-990FXA-UD3 gigabyte board
ram:24 gigs of ram
heatsink:Noctua NH-D14 120mm & 140mm SSO CPU Cooler
gpu:two gtx 780's
powersupply: 1300w
case: rosewell throne.
my temps are between 30c-38c
I haven't ran anything to stress it to the max.
I'm using AMD over drive to see how fast it's going, I've tried to force it up to 4.7-5.0ghz, but it just doesn't want to.

Make sure your bios is up to date. That board didn't originally come with support for your CPU.

Hey,

a bit off topic but the 24 GB of RAM you've got - I presume it's 3 x 8 GB - why are you ruining your dual channel this way?
