Task Manager Memory conflict

I have 8GB of DDR3 Ram (shown in CPU-Z) and also showing on Properties of My Computer. My question revolves around the Windows Task Manager (Ctrl-Shift-Esc). Under the "Users" tab it shows only one user and that user is mine and it shows it using 50ish% memory.

The problem is that the amount of memory being used is around 1600MB to 1700MB give or take some. That doesn't make sense to me and I was hoping someone could shed some light on the situation. The percentage should be like 20%.

I am running Windows 8.1. Have an Asus M5A99X Evo R2.0, AMD FX-6300 3.5 Ghz six-core processor, NVIDIA GeForce GTX 650 Ti, Samsung SSD 840 Evo 250Gb and a 1TB HDD.
My RAM is Kingston Technology HyperX 8 GB (2x4 GB Modules) 1600 MHz DDR3 Dual Channel Kit (PC3 12800) 240-Pin SDRAM KHX1600C9D3K2/8GX.

Processes that you run such as Steam, Firefox, Chrome are ran under your name.

System timer pci controller programs / drivers are run by the system.

The most common system user is Ntuser and SYSTEM.

Windows will actually compress/archive itself to make more room.

We have a very old laptop at work with 1 gigabyte of ram and windows 7.

Sitting at steady state there is 200 megabytes free.

Going on a bit of a tangent here but the short story is hidden windows users that are necessary for your system to run.

Built in March 2014. CPU-Z and under properties of my computer show 8GB. I should say that under the "Performance" tab of the Task Manager it shows 8.0 GB and shows 4.2 in use and 3.7 available. 5.6/8.6GB committed. If processes are using approximately on 1.7GB what is using the other 2.5GB?

You may be the only fleshy user logged into the system but Windows has plenty of other built-in accounts which are used to run programs and services.

Core components of the operating system that require more or less unrestricted access are run as the SYSTEM user. The user equivalent of the SYSTEM account is Administrator, this is a separate account that the user can log into in order to administrate the system.

Services that do not require administrative access, and do not require network access are run as the LOCAL SERVICE user.

Services that do not require administrative access, but do require network access are run as the NETWORK SERVICE user.

A typical Windows 7 installation will have a memory footprint of between 500MiB and 1GiB from the system alone, before any users log in and start running programs.
