That is the line side ratings; the ratings of the side of the PSU that you plug into the outlet. That is simply saying it requires 200V - 240V outlet for power. If you live in a country that uses that as their residential power, no worries.
The specs that concerns your performance and capability is the load side ratings; the side of the PSU that feeds the PC system. That can be found here under "DC Output Rating": http://www.corsair.com/en-us/vs-seriestm-vs550-550-watt...

As to your first question, I have no idea what the electrical grid system is like in India. But from what I've seen on the news, I'd suggest getting a good quality surge protector to plug your PC system into.

At 720p that i3-3210 and Gainward GTX 750 2GB ( http://www.gainward.com/main/vgapro.php?id=930&lang=en ) should make a good gamer for now and a ways into the future. If you can afford to go with the GTX 750 Ti, it would be a much better, more evenly matched card for the i3. In fact, you can even go with a faster card than either of those with the VS550 PSU.

Yes you can add more drives, fans, lights, etc. Those devices draw very little power from the PSU. The big power hogs are you GPU and CPU.
