Frame Stutter in Many Games (on-going problem)

So I can't seem to find an answer to this problem anywhere. And I mean anywhere. I've spent countless hours troubleshooting, I've purchased a new gpu and an ssd, I've installed new drivers, I've monitored temperatures, bought a different monitor, and scanned for viruses/malware.

The problem: Almost every game I play has bad frame stutter issues.

Let me tell you everything before we get some unnecessary questions.

This problem is not due to low frame-rate. I still stutter in games where I have 200+ fps (Minecraft). It sometimes occurs when I move the camera in-game and get a sudden drop of 5-15 frames. But It also happens when I lose just 1 frame and dip to 59 fps instead of 60. It always happens when moving the camera in-game up, down, left, or right, while simultaneously moving in-game. I usually play with V-sync on because I get horrid screen-tearing in games (anyone know a fix to screen-tearing?). Triple buffering seems to work only in a few select games, but often does not do anything.

CPU: i5-4570
GPU: MSI GTX 760
PSU: Antec 900w
MB: MSI Z87-G43
RAM: 8gb
HD: WD 1TB 7200rpm
SSD: 840 evo 256gb
Moniter: ASUS VE278
OS: Windows 7 64bit

Any help would be appreciated so much. This issue is keeping me from playing and enjoying lot's of my favorite titles.

I have the same issue with COD Ghost, AC4 and BF4.
Solution:
1. Download MSI afterburner.
2. Download D3Doverride.
3. Install both MSI and D3Doverride.
4. After installing MSI Afterburner you will notice that Riva tuner is also installed.
(monitor icon in the lower right of your screen which indicates FPS).
5. Open Riva tuner and set FPS to 60 for minecraft (i don`t play minecraft so you better experiment)
6. Open D3Doverride also in your taskbar icon and enable v-sync and tessellation.

If you get stable 60 FPS try to increase it to 65 and so on until you get the highest stable FPS.
