R9 290 (AMD says "Perfectly normal to run at 70 celcius") but not in my case.

I have an R9 290 in my PC. It runs all games fine, but I think it has a problem with how the graphics card is said to run perfectly fine while sitting at 60 degrees while fan speed is at 70%. My PC decides to power off instantly because of the temp. I have tested a lot of other things. The latest thing I tried was taking the GPU out and putting an old R5 230 in. This didn't power off my PC. So that leaves me at the conclusion that it's the graphics card. What can I do from here? (Warranty not expired)

PSU could also be the issue that your PSU can't provide enough proper power under full load and that shuts it down. A graphics card will usually blue screen, freeze, artifact, etc, but it really has no control over if the PC shuts down. That's a motherboard decision, or if there isn't enough power.

I have Cougar CM 700CM, but I've switched it out with a 550w one at the moment to troubleshoot that.

I've switched it out with a 550w one at the moment to troubleshoot so it can't be that. It still happens with this PSU.

but the one you used to troubleshoot it might also not be enough as well, by the way what PSU is that 550w?

The one I have installed right now is 550w but the one I normally use is 700w

Yes i know the one you're using right now is the 550w PSU (please give the name), but since they actually suspect that your 700w PSU can't give enough power, by lowering it to 550w, the more you're probably wont be able to give enough juice to the card.
