One computer connects, the other won't

We had a problem last week in our area where the electricity kept going off and on, as a result the wifi was turning off and taking forever to come back on. My PC was without wifi for a few hours but I sorted it by moving my wifi dongle to a different USB. However my Dads PC is still unable to connect.

His mobo and processor are:
AMD A4-4000
MSI FM2-A55-E33

The wifi dongle he uses is an LB-LINK wireless usb adapter 11n 150mbps model number BL-LW05-AR5

I've tried using that dongle in my PC and it works fine, I've tried using mine in his PC but nothing. I've tried turning the router off and on again, putting the dongle in all usb ports, trying to add a new network but it just says 'unexpected error', connect to existing network but says there are none available. I can't download any drivers because we can't connect it to the internet to download. The dongle has it's own icon in the notification area which says it's disconnected even though it's inserted.

If there's anything else we can try please let us know, in layman's terms as well if you can please lol

Have you ensured that the USB ports are still functional? I'm assuming that the PCs had a rough time being shut down whilst running if the power was going out, so that might have corrupted some drivers or affected the machine in a negative way.

Yes all others are working fine

May have possibly found a solution (as always after asking for help!) downloaded drivers for the dongle on my usb, transferred over and installed only to get ZoneAlarm pop ups. Removing that now and seeing if there's any change
