Can't find solution

I built my new pc this weekend but couldn't get a boot or even a beep from it. The MOBO had a green light showing and the GPU had two green lights to indicate power but that still didn't turn anything on. I figured I had a bad MOBO, so I started taking everything apart and testing each hardware. I got down to just the CPU and MOBO still having power and could not get a boot. I then removed the power to the CPU and my PSU and fans suddenly turned on when I hit the power button. I plugged the power back to the CPU but couldn't get the PSU or fans to turn on with the power switch. I removed the heat sink from the CPU and noticed it was hot. So hot that the thermal paste was being applied to it.

I don't understand what is happening here and I hope someone can help me figure this out.

My specs:

Asus H-97 Plus Intel MOBO
G.Skills Ripjaw 8GB Ram
SeaSonic 550W G Series
Intel haswell refresh i5-4590
Asus DirectCU II R9 280 GPU
Crucial MX100 256GB SSD

isnt it obvious the cpu is bad \faulty .. there is no debate in that ..you should just return it because a i5 should not be that hot .. return the cpu if you can ..if not then buy a new as soon as you can.hope i helped

isnt it obvious the cpu is bad \faulty .. there is no debate in that ..you should just return it because a i5 should not be that hot .. return the cpu if you can ..if not then buy a new as soon as you can.hope i helped
