Depending on the application it should be the 5820k but if your app uses gpu rendering maybe look at finding a few older 580's or 570's as the gpu processing is much quicker than the newer nv cards due to having more complex shaders. If the application uses amd the compute power of those cards should have you looking for a 280 or 280x with the larger memory interface.

it depends on what you mean by rendering. however, given the same gpu , a higher treaded application would benefit more from the 6 cores the 5820k utilizes. a lower threaded application would benefit the higher cpu speed of the 4970k. If it's a gpu render then the cpu won't make a difference given the same gpu.
