Scrounging up an extra wee bit of cash is almost always worth it. A good psu will last you for like ten years through multiple upgrades.
Bad things can happen with "cheap" psu's.
There may be some sales/rebates/clearances you can take advantage of. I am sure some others can offer suggestions close to your budget.

Need to find a cheap PSU, as my current one won't cut it with my new card. I am short for cash, so around the 25 pound ($40) mark would be great.

You won't get a power supply to run a R9 280 for that little. At least $60 if not more. In a test system the 280 used about 300 watts so you'd want a 500+ watt PSU to account for overhead and loss due to temperature. Keep in mind that many manufacturers stick power ratings almost at random on their stuff, if you find a 500 watt power supply for $40 be sure to check several sources for reviews of it. But I'd stick to those over $50-60 to make sure you don't kill your system. Why take a chance with $400 worth of video card, motherboard and CPU because you did not want to spend another $20 on a power supply.
