Newly Built PC turns on and off repeatedly

I just finished part of my pc build, everything but the graphics card was plugged in, because it still hasn't shipped. I plugged everything into the PSU, turned it on, and all the fans started spinning up, but then after a few seconds everything turned off, after another few seconds everything turned back on, and this repeats indefinitely. Every time the pc shuts off like that, or turns on after, there is a small click from the psu. I replaced the psu but the problem is still happening.
After getting a new psu I tried it again but this time with nothing but the cpu plugged in, and the same thing kept happening.

Also, sometimes the cpu fan doesn't turn on, but I think that that might be because the I'm using the stock crappy i5 fan.

Specs:
i5 4670k
Gigabyte ga-h97m-d3h motherboard
Corsair Vengeance 2x4gb
Corsair RM 650 PSU

Sounds like you have some hardware problems. Do you get anything on the screen? Any POST beeps? Proper power to the CPU? MOBO may be bad.

I didn't get any post beeps and nothing appears on the screen. I don't know how to make sure that proper power is going to the cpu.

The CPU should have a power socket near by on you system board. With out that connected you will get nothing.

Oh and make sure your power switch is connected to the proper pins as per the manual.
