How do i know if I recieved a fully working PC part.

Soon I will order new computer parts that would create a whole PC. It's my first time stepping in PC tech stuff and there are couple questions I really NEED to know :) . And yes, I will build it myself, all of this looks really easy to make, you just need to do a small research for the connectors (+ there are manuals for each part).

I had to pick a reeeally cheap site in my country where I can order my PC parts. On forums I saw couple clients receiving wrong, broken or not fully working components. But they have the right to call them within a week and return those broken parts and have working ones replaced and sent to them right away. So they did that and their problem was solved. But then I started wondering how do you even know if a part is not working correctly??? Since I live really far away, I don't have the chance to take my desired PC parts from their office like most ppl do, so they need to be delivered to my home. If I received a bad PC part, maybe I wouldn't notice any problems in PC performance from it. But in future this problem might evolve and become a big threat and I can imagine this as a big mess.

Another question:
Let's say I got good working PC parts, how can I take a good care of them? I'm thinking about programs that would inform me with my PC status and get information if some parts are overloaded. Because I picked a low processor which I have to overclock to suit my needs. I don't know what kind of programs I need to be stacked with so I'm asking you guys.
