how to recover from fatal error c00021a?

my niece went on an game site and i guess picked up a virus. the error message says "fatal error code c00021a". It keeps sending me to a blue screen that says "Stop: c00021a {Fatal system Error} The Session Manager Initialization system process terminated unexpectedly with a status of 0xc0000022 (0x00000000 0x00000000). The system has been shut down". I cant get a command prompt to come up. It gives me F9. F10, F11 and F12 options, but nothing leads to command prompt. Help Please!

In a case like this I would reformat the whole drive (the long format not the fast one) and then reinstall.

I can't even get the command prompt to come up. How can I reformat the drive? Nothing I do works.

Boot from the windows install disk, when asked where to install to you click on the advanced or disk options. on the next screen you can delete partions, format the drive, etc

How about creating a recovery console CD with the usage of a free tool ARCDC. This will download the necessary files from Microsoft site and create the CD for you.
