can't open my window 8 icon or shut down my laptop?

Hi. My windows 8 icon (when working on desktop) doesn't work. Nothing happens when I click it. all my other icons work fine. Also when I move my cursor to the bottom right of my screen to open the menu bar nothing happens. I have no way to shut down my laptop or put it to sleep not to mention all the other options I can't access. I hate windows 8. nothing but problems. Can someone please tell me how i can fix this?

Try to install some recommended important updates..thos update might fix it. For the case you cannot shutting down your laptop, you can try with pressing : windows button on keyboard + U + U..( U for shutting down, R for restarting pc).
