Sounds like you may need a new PC entirely so you aren't bottlenecked by that ancient i7. Also with that power supply a 760 might be eating up almost half of your power supply's total output alone, so you might not have enough to power the rest of your PC. I think you really might need a new computer, your parts are becoming obsolete, unfortunately. If you do end up buying a new computer, I suggest building one, it's actually really easy and overall cheaper than buying a prebuilt one.

an i7-860 isn't exactly obsolete as of yet

There's still a wide array of lesser peices that perform as entry level type gaming cpu's. And there shouldn't be any bottlenecking between it and a GTX 750ti, should he opt for that route in upgrading. I can't say with 100% certainty that your psu is quality enough to handle even as undemanding a card as the 750. But it has a minimum of 300watts, so for all intents and purposes you shouldn't HAVE to upgrade it.

So allocate between $120-150 and pick out a 750ti

Take a look at this:

A system with a gtx 750 ti draws about 240W of power, if the output power of the psu is really 350W (which i really doubt it) then there should be no problem with upgrading to a gx 750ti.

There should be a label at the psu that says the maxium current that the 12v rail can deliver, could you tell us what does that label says?
