FPS problems with r9 290 low frames in CS:GO & BF4

my rig
i5 4670k @ 4ghz
gigabyte r9 290 windforce @ stock settings
gigabyte z87 g1 sniper
4x2gb 2000mhz corsair vengeance
WD 600gb velociraptor 10krpm
xfx 850w 80+ gold

the issues
sometimes i boot up my pc and get 100-150 fps in bf4 and in cs:go my fps usually sits at the 299 cap. other times i boot up my pc and barely pull 20-30 fps in both games. the problem is sometimes fixed with a reboot but lately it has become more frequent. i have tried different drivers and even went as far as reformatting and doing a clean install of 14.4 catalyst but i am out of ideas since the problem is still occurring. any ideas would be greatly appreciated and i will provide any additional info if needed.

im on windows 7 x64 at the moment but have had this problem with windows 8.1 x64 and win7

Couple possibilities could be an unstable over clock (are you using very high voltages? is your llc set to the highest?) or high temperatures causing throttling. Could also be a driver issue, maybe try an older stable version. You will need to post back with more details, i.e. temperatures and your voltage settings and also try to monitor if you are getting throttled.

my cpu is at 4 ghz with no voltage change. the only thing i had to tweak was system agent voltage because my pc was not stable at my rams rated speed without a bump up its at .075 if i recall correctly.
