Streaming Buffering Randomly

So I've got a problem that I haven’t seen anyone else ever have. Whenever I am streaming anything from the internet the stream will randomly just stop and buffer even if there is plenty of time left that it has already buffered. The only remedy for it is to reload the page and refresh the buffer. I've tried everything I can think of to try to remedy it but nothing seems to help. I was able to put up with the problem over the summer but now that I am back in college there are videos from classes that I really can’t be interrupted. Anything anyone can do to help me will be greatly appreciated.

ASUS P9X79 Deluxe
i7 3820 @ 4.675
R9 290X
16GB G.Skill Ripjaw
Seasonic 760W PSU

Things I’ve tried
Reinstalling Ethernet drivers (Both Intel and Realtek)
Using a different or both Ethernet jacks
Different ethernet cables
Wifi

I also have a Focusrite Scarlett 2i4 USB interface that I was told may cause problems...

It can sometimes be tied to issues with flash player. Either check for an update and install it if applicable, or perhaps try some earlier versions and see if that resolves the issue. Do you have any form of firewall on that system too?

Its happened over multiple versions of flash, and I never set any specific firewalls.
