Strange display issue HD 7950

I have a Powercolor HD7950 that I have had running in a Linux box for about a month with no problems.

Today, I ported the card over to my Asrock H61MV-ITX portable rig and the card wouldn't power up. I suspected it was the Corsair 520HX psu lacking power. So I moved the Corsair CX600M psu from the linux box to the itx box, and still the 7950 will not spin up.

I normally have a 6870 in the itx build with no problems other than so fps dropout at times.

Does anyone have an idea why my 7950 won't power up in the itx board but runs just fine in the linux system with the same psu? Both power connectors are plugged into the GPU, so it's not as simple as that.

Linux box is built on Asrock Z68 Extreme 3 Gen 3 board.

Identical cpu and hdd config in both boxes. I am stumped.

Put it again in the linux system, does it works? it could died during the change...

Yes it does. It's running in the linux box right now actually. It's just a weird scenario.
