No beep when booting(New build)

Hi. This is my first PC build and sadly I'm having a bit of a problem.

When I turned it on I heard no beep and there was a message on the screen about my memory (can't remember what it said). I went into setup thinking I can resolve it there but it only showed me info on my CPU temps et al. I admit that I didn't check further because on the YT vid the guy popped in his windows disk and was able to set up windows and I thought I had to do the same. I popped in the disk and restarted the computer. Windows won't load as it says it's missing a file and it's tells me to do a recovery for it. I tried to go into BIOS but now I can't go into BIOS or setup. The splash screen shows for just a split second before either trying to load windows (if I have the windows disk in the optical drive) or just a black screen telling me to add a boot media. I then begin to notice that the the mobo never did a beep when I turn it on.

All fans are spinning and display is perfect when it was on something other than a black screen.

I looked all over for info and I read a thread mentioning a bad PSU. However, my area is currently experiencing power limitations due to a storm and my APS back up battery is in need of a change (it's plugged and still supplying power) (new battery is arriving tomorrow).

Is it possible that it's the power limitations that is preventing the beep, perhaps the pc isn't getting enough power right now? Or should I prepare for another possible issue? I plan to wait until I receive full power and my new APS battery before starting it up again, right now it's unplugged.

Any help would be appreciated. Thanks!

Thank you so much for the speedy reply! You as well Kanewolf. a friend told me I needed to hear it so when I didn't I got nervous. i decided to try it again and I managed to actually get into BIOS.... But just now I experienced an unexpected shut off in my power. So I'm going to wait until tomorrow when everything gets sorted and then try again and hope that this little shutoff didn't really just ruin my new PC, thankfully the back up also has surge protector. Right now the PC remaining unplugged. Fingers crossed big time.

when everything is good u should hear one short beep. i just blew a 1000wt psu,i got a new 1000wt psu and hooked it up...same thing everything turns on but NO beep and NO video at all!!!
