I'm still looking into finding a way to help you solve this. What puzzles me is that the programs run fine in safe mode but not in normal mode. Something must be loading during the normal boot process that is the culprit. Especially strange since you have disabled all of the items in startup. What anti-virus or malware program are you using? If it is disabled do you still have the same problem with programs not responding?
I have been using trend micro ( it refuses to not start on boot)but have since uninstalled it , I have noticed a few other services which run on startup but those were installed long ago when my computer was still working.
Have you scanned for viruses since this started happening? Just trying to rule out a virus or some type of malware. You may have already tried this but have you checked to see what process/applications/services happen to be running when a program fails to respond?

Programs would be not responsive or would open and than just close , not minimise into the background , just appear in the taskbar and than immediately close.Sometimes even internet explorer would crash over and over agiain. At one point even windows photo viewer would not open.
My first reaction was to test for virus or malware but after using purchased and a few downloaded demos nothing suspicious seemed to turn up.I have installed little software during that timespan ( which come from reputable sites) and my laptop which runs some of those software is still working without issue.
