System Won't Boot

I recently purchased a Radeon R9 280x GPU. I attempted to install it today. Upon install, the card was getting power, but I was getting now communication to my monitor. Also, my mouse and keyboard were getting no power. Assuming I had installed it wrong, I reinstalled my old graphics card (Radeon HD 7700). Everything seemed to be working better, but then I got the black system recovery screen asking me to repair windows or start normally. Starting normally did not work and brought me back to that screen. I inserted Windows disk to run repair, but my PC wouldn't run the disk until I used BIOS to boot it. That worked so I attempted to use the disk to repair the issue. It stated that my Windows installation was not compatible with the version of system recovery options. There was no restore point found even though I made one a few weeks ago. I've tried everything at my disposal, including a few tips from people that had had similar issues. So I'm out of options. Please help!
