Cleaning components that have been removed from the case

I have been having trouble with my MSI Radeon R9 270X freezing my system graphics. Temperatures did not seem to be getting very high (45-55C), but I removed the side cover and used a floor fan for awhile. This did not improve the card issue and last night it froze so much that I ordered a new full tower case in the hopes the extra room will make a difference.

As I have my PC apart, I have decided to give the components all a good clean as well. There is a lot of dust and dust bunnies present, so this may have added to the issue. I also ordered some Arctic Cooling MX-4 to replace the old paste.

I have been looking at methods off cleaning individual parts and not come up with much. Most discussion seems to focus on blowing out parts that are still in the system. Unfortunately the country I live in means things like compressed air are not that easy to get hold off and can take a few days to deliver.

Any advice for the best ways to clean various components and things not to do. I feel like the a fine paint brush would probably do the best job on most parts?.
