PS4 Graphics VS GTX 650?

I'm looking into graphics cards for a friend and I'm wondering if a GTX 650 would beat a PS4's graphics. I've seen a PS4's graphics be a low as a Radeon HD 7730 and as high as a Radeon HD 7870.

So here's my results from research:
Radeon HD 7730 < GTX 650
Radeon HD 7750 < GTX 650
Radeon HD 7770 = GTX 650
Radeon HD 7850 > GTX 650
Radeon HD 7870 > GTX 650

beat ps4 just in terms of numbers? because other than that it would be apples and oranges

The GTX 650 is actually just a tier lower in performance compared to the Jaguar powered PS4.
Even so you would expect an almost similar experience in terms of graphics.

So what Nvidia card and what AMD card would the ps4 be equivalent to?

The GPU side of a PS4 is about like an HD 7850, but its more complicated than that. Most gaming desktops have much stronger processors (especially Intel ones) and that will help support the GPU better. The PS4's hardware is optimized to work together though and its games are optimized for its specifics as well. A comparison between between a PS4 and a desktop with say, an i5-2500k (for example) paired with a GTX 650 running the same game are tough to make. I would give the nod to the PS4 just because of its system cohesiveness and game optimizations (and the fact the GTX 650 is pretty weak), but if it were a current i5 CPU paired with an HD 7850 I would definitely say it would have the better performance.

So how many times better would a GTX 760 with an AMD Athlon X4 760K @ 4.6GHz be versus a PS4? (This is my PC)

NOTE: These aren't the exact parts but these parts have similar performance.

Which performs better with in terms of their max capabilities.

For the GTX-650 make it something that can max out it's performance.
For the PS4 make it the max capability it can do without being modded.
