bttlenecks and overclocking advice

I just recently bought this pc and I was wondering what Can be done to optimize it furthermore

Pc spex
CPU: Fx 8320bulldozr @3.5ghz
Gpu: Asus r9 280x 3gb
Mobo: Msi 990 fxa gd64
Ram: Hyperx fury 8gb @1600mhz
Psu:650w corsair vs650
cabinet: Cooler master elite 211
1x Intel 80gig ssd
2x 1 Tb Seagate barracuda

What are the possible bottlenecks
How do I eliminate those bottlenecks
Do I need to change anything on it

Should I overclock the cpu or not
is the psu enough for overclocking

you pretty much need to OC the cpu for the best results, you can OC the GPU and RAM if you like to squeeze every last bit of performance out of it. the psu is enough wattage but may not be the highest quality. You shouldnt really have any bottlenecks

Your PSU is a Tier 3 and this is what the definition is:

Tier three - Meets standard ATX specifications, though closer to the edges than Tier two units. These are still solid units, which still supply stable power to your system, though not ideal for serious overclocking

So you are able to overclock but not too heavy.

do i need to add a water cooler for the cpu coz its generally gets as hot as 68*c at normal use

No water cooler is not needed unless you can afford it. A simple air cooler will do like the CM Hyper 212 Evo or a quieter one like the Noctua NH-D14.

guyz my gpu was crap i sent it back to asus and they gave me my money back now i have saphire r9280x vapor x
is the power supply enough for the gpu

Yes it is OK for the GPU.
Overclock your CPU and GPU for best results.
