I already have a gtx 660. Should i upgrade to a Sapphire R9 280X Dual X or put my Inno3d GTX 660 in SLI?

This is my current build:
i5 3470
Asus P8Z77 M-Pro
8GB HyperX 1600
inno3d GTX 660
Antec HCG 520w Modular

Since you will need a larger power supply for SLI, upgrade your card instead.

single card would be better. SLI and CF support in games is not very good. you'll be lucky to get 'em to scale 60%, you can forget getting anywhere near 100%. micro stuttering also becomes an issue with multi GPU set ups. get the best single GPU solution you can possibly afford and call it a day.

No i would stay away from SLI for you.
Firstly your motherboard has almost no spacing between the PCIe x16 lanes meaning you will get some serious temperatures on the top card.
Secondly the power requirements for 2 GTX 660's at full load will require you to upgrade your powersupply, further adding to the cost of going SLI.
Finally its not cost effective performance wise to buy a second GTX 660, especially when the r9 280x will give your fantastic performance for the same cost once you sell your GTX 660.

To run GTX 660s in SLI in your system I would recommend a supply with a +12V rating of at least 42A.
Your supply is good quality, but rated at 40A. Probably not a good idea.
To run the R9 280X in your system I would recommend a supply with a +12V rating of at least 39A. It's close, but OK.

SLI and CF support are a bit hit and miss. It is certainly true that you don't get double the performance by adding a second card.
If running at 1920x1080 resolution, the R9 280X is probably your best bet.
If running 2560x1440 resolution I would instead recommend an R9 290.
Your power supply should be OK.
