Alright, I don't remember all the details of this game, but here goes. It was a sidescrolling shooting game where you control this army guy (I think) using a variety of weapons against mostly humanoid enemies (grey ninja-like enemies, I believe). One of the things that I remember most about the game is that you could gib most enemies (and possibly squish their remains again by walking over them) and with a lot of mini-bosses, blowing them up would leave a smoking pair of boots in their place. There was also a section of the game where you control a small submarine, if I recall correctly.
The game must have been made at some point in the 90s. I know I played it before the turn of the millenium.
