No way, my GTX 760 plays Watch Dogs at 1080p on ultra settings at only 30FPS. If you're 1080p gaming at ultra, a GTX 760 is the way to go.

The GTX750 performs better than the R7 250 - http://www.hwcompare.com/17104/geforce-gtx-750-vs-radeo... but it also costs more.

No way, my GTX 760 plays Watch Dogs at 1080p on ultra settings at only 30FPS. If you're 1080p gaming at ultra, a GTX 760 is the way to go.
So if I want to play on 1080p and 60fps which card is better. Because I'm thinking to order new card today.

Best solution
GTX 750 has performance closer to the R7 260X. This is much faster than the R7 250.
The GTX 750 can manage medium to high settings in most games with playable frame rates (over 30 FPS).
You aren't going to get close to 60 FPS, but then if these cards are your approximate budget than your CPU probably isn't going to manage 60 FPS in high end games either.
If you are aiming for 60 FPS in games like Metro Last Light, Far Cry 3 or Crysis 3 you need to be looking at a GTX 770 or R9 280X.

You want high end performance on a budget. There are only two competing GPU manufacturers, there really aren't bargains to be had.
60 FPS really isn't necessary. Anything over 30 FPS is fine.
As I said earlier, the R9 280X or GTX 770 are the cards to aim for if you want 1920x1080 @ 60 FPS.
If those are too expensive, you just have to get the best your budget will allow.
Generally Nvidia cards are a little more expensive for the same performance.
In descending order of price and performance: R9 280, R9 270X, R9 270, R7 260X.
The R7 260X is back down to performance just above the GTX 750.
