I would recommend not doing the combos. Have your friend pick out a new case and then go with a XFX or Seasonic seperate power supply. The Seasonic M12 is one of my favorites. I would go to the Sapphire OC 280X. The 270X is a pretty good step down...if he's ok with that then that would save you quite a bit of money.

Can make it a bit cheaper and go with a 280x if you have to.

Thank you log, I will have made a few adjustments to the build thnx to your build. He is dead set on the fx 8350 though. But aside from that i will go with your build. Is the r9 290 really necesary, the 280x and the 270x allow you to get 60-115 fps with full graphic settings.

It has double the cores and threads of a 4th gen i5 and a much better clock speed.

He will not be overclocking or having dual GPUs anytime soon. Why would you need to overclock if you already have a clock speed of 4.0-4.2 ghz

If i am not overclocking which it wont be i dont understand how the 8350 is inferior on paper it has a much better clock speed more cores and threads so how could it possibly be inferior to a intel cpu that has a slower clock speed and half the cores and threads.
