usb transfer speed too slow on my pc?

I am using windows 7 32 bit.
mobo - asus p5g41t -mlx
core 2 quad Q9550 2.83 ghz
4gb ddr3 ram
gtx 750 ti
wd green 1tb
i get only 3 - 5 Mbps transfer speed on usb flash drives. My pc has usb 2.0 and the flash drive is also 2.0. My friend gets 18 - 22 Mbps on the same flash drive on his laptop(win 8, 1.8ghz i3, 2gb ram). I tried my 8gb and his 16gb flash drive. I get 3 - 5 Mbps on both while he gets 18 - 22.
I get ~50 Mbps transfer speed on my hdd.
This is way too slow. I already tried virus scan, ccleaner, etc, makes no difference.
It used to get 16+ Mbps though, that was a long time ago

don't compare usb drive wtih HDDs.

yes 3-5 mbps is slower than usual. It happens are your computer ages. there is nothing you can do about it if that the case

or else try to clear all the running process and see if there is any improvement.

I wasn't comparing usb speeds to hdd speed, just comparing my usb speed to my friend's. Both my mobo and his laptop was bought at the same time(1 year ago), so it is not that old. I mentioned hdd speed just to say that my hdd isn't bottlenecking in this situation.
Is it normal for the speed to get 4 times lower in just 1 year?

Unlikely.

did yo try to clear all the running programs using task manager and try ? may be there are too many process running? also it's worth checking how many programs start at start up. just keep them to bare essentials.

Nope, just system processes, physical memory at 33% usage. No other programs running. I don't have any big software now, just a bunch of games, and no steam, uplay, etc open. I hardly multitask. This mobo was bought by my uncle when the old one failed. It was fast at that time(1 year ago).

His laptop is clearly much weaker than my pc. I use Norton. He uses Avast. I tried disabling, but still no use. Also my dvd drive is gone. Could the drivers be the problem?

Updating the USB controller drivers would be a good idea. It's best to create a system restore point before changing anything. Then make sure to unplug all USB devices, go to device manager, double click to expand "Universal Serial Bus controllers", right click on the "Host Controller", click "Uninstall" and click "OK".
Repeat to uninstall all items under "Universal Serial Bus controllers".

Then, restart your computer and Windows will reinstall all USB controllers automatically. If no change try to update driver as well.

And your DVD drive – is it just missing from My Computer ? Are there any other weird things going on with your PC?

I am going to do a fresh install of 64 bit windows in 2 days. I will try this out, thanks.
And about the drive, i can't see the drive on 'computer'. All the 3 local disks can be seen, but the dvd drive is missing, and because of that, it doesn't read any cds or dvds. I have the asus motherboard dvd, which has the drivers, but no use since my pc can't read it.

Sorry for the late post, i was really busy.
I performed a clean install of windows 8.1 64 bit and installed all drivers and updates.
The transfer speed is still low as before, but no bugs. The dvd drive is still missing. Tried troubleshooting and microsoft site, still no use. Does that mean the dvd drive(hardware) is broken?
There really seems to be some problem with the usb ports. The keyboard(only few months old) malfunctions sometimes, like typing wrong alphabets. Sometimes, 20 minutes or so after i start the pc, this happens. when all the alphabets on the right side(i,o,p,j,k,l, etc) are typed, numbers or symbols come instead. Removing and connecting the usb of keyboard fixes this, but still happens after a few days and have to do this again. What problem causes this?

It sounds like "numlock" is on. It is a function on your keyboard whereby certain letters can also double as numbers, for ease (because they're more centralised than when they are a straight line across the top of the keypad.) You can look for a "Num Lock" to turn it off.

try going to device manager, disk drives, select your device, choose properties, then over to policies, and change it from quick remover to better performance....
