PCI working but not recognizing Graphic Card

The problem started from when I built my first own computer.
I found out that Windows 8.1 sometimes has problems with Graphic cards and gives some people a brand new blue screen of 8.1.
It sounded like no one had solved the problem. So I left it as it was.

Before going into the details, let me give you my specifications:

Asrock Z97M OC (not overclocked)
1150 Intel i7 4770 3,4GHz
Antec PSU 850W (cannot question this, I guess)
Sapphire Radeon R9 290 Tri-X PCIe 3.0 x16

OS: Windows 8.1 64Bit

I think they are enough to explain everything. Otherwise, let me know if anything else needed.

From the very first time there was a problem that my monitor loses signal from the graphic cards when I changed a webpage on the screen or even opened the start menu, for instance. This was accompanied often by loud noise from fans of the graphic card as if nothing was restricting the fan speed. This was a spontaneous, random issue that I couldn't tell when it would happen. (sometimes very common, sometimes not occurring at all)

Next I figured out that it could happen because something went wrong with the driver installations. Once I tried to fix and put the graphic card onto other slots, they worked momentarily. As I installed the AMD Catalyst drivers from the Asrock website, the slot died again or probably the slot cannot recognize the graphic card solely. I put a sound card and it worked perfectly okay. So I killed the capability of all three slots to recognize the graphic card by downloading the supposedly right drivers. (I tried both installations from the internet and the package.) The last time the slot started to malfunction, the blue screen showed up right after catalyst drivers were installed. The screen said something went wrong with dxgmms1(not 100% certain) and then I later found out that it is related to directX. I also have reinstalled it but nothing has changed.

All PCI slots are activated and checked working with other devices. It is also checked by other slots that the graphic card is working properly although they are malfunctioning at the moment, at least for that graphic card.

Due to the fact that it is a fairly new computer, I could format it and reset the motherboard. But nothing has changed. Still not recognized. So it seemed like I should have kept the factory version of the graphic driver.

Because I have an on-board VGA on the motherboard and one integrated to the processor, I could still run the computer without any problem. Yet it is really disappointing that I cannot use the expensive graphic card, because it is not even ever recognized in any slots on the motherboard as checked on UEFI and Windows. (I am frequently checking and switching between on-board and PCI options.)

I am quite embarrassed and disappointed by myself that I didn't give any other try for lower tech computers first and my first computer built by my hands is veeeery expensive, but I watched millions of build vids and asked on a lot of forums how to build. So I thought it was about the time I build one as I liked.

So my ultimate question is:

Has anybody experienced this? and What can I do to fix this? How can I find the driver of the graphic card that disappeared from the device manager and roll it back to the factory version?

It's a long story, I will add more after reading it myself...
