Download speed suddenly much slower then normal

I am currently on a 100mbps fibre plan with my isp however about 2 days ago, my download speed became very slow. I am using a direct Ethernet connection.

I tested my speed on speedtest.net and got a speed of 50mb DL speed and 55mb UL speed. Am I viewing this wrongly but isn't my download speed supposed to be faster then my upload speed? I always test my internet all the time during testing and it always registered a DL speed of at least 80MB.

I also realised that recently, normal downloads on google chrome will take much longer then usual. Downloading 3 MB of of data took me more then 30 secs, now I know that isn't very slow but as an everyday user and downloader, I can actually feel the big difference. Torrent downloads also take much longer. Previously I can expect a speed of at least 100kbps to 1 MBps during torrent downloads but now, my torrent downloads only reach a max speed of 60kbps. I deliberately chose torrent downloads with most seeders yet it shows the same results compared to the past.

I have tried resetting my modem, system restore and malware removal but its still the same.I checked resource monitor and did not see anything running in the background except for the normal system programs. Non of which were downloading any vast amounts of data. Network monitor also did not show anything else running. Is there a problem with my computer? Or is it bacause of my ISP or modem? I've already contacted them and they assured me that they've checked my connection and its in full working connection.

One thing did happen recently that I think may have caused the lost of download speed. I took up dota2 and while playing one day, my pc suddenly shut down. It could be turned on but it did not load. It started shutting down every 5 secs and restarting over and over again until I switched off the main power. There was also no beep heard upon turning on my PC. I fixed this by opening my PC and reinstalling the RAM and FX card back into their slots and finally it was able to be turned on again and run as per normal. I know that the shut down was post probably caused by my FX card being too weak cause it happened before but did that shut down also caused something else to happen to my PC causing the sudden drop of download speed?

I will be upgrading my FX card, PSU and RAM soon. Could it the fault lie in my motherboard or modem or PC? Any help will be appreciated. Thanks.

Run your speed test from another system if you can. I have known CPU's on rare occasions to fail causing extreme slowness. Maybe you ISP is throttling your bandwidth. You won't know until you test from a different system.

Don't have a laptop at the moment to test it on but I'm intending to do so as soon as I can get my hands on one. I was kinda thinking that my integrated LAN adapter was blown due to the sudden shutdown that occurred but it can't only be affecting DL speeds without affecting upload speeds can it?
