Turn it off and try again.
It may be a hard drive issue, you can either check the BIOS for a utility to test the disk or boot off a rescue CD like Ultamite Boot CD or Hiren's and test the hard drive.
If the laptop is in warranty, contact Toshiba if you need the drive replaced or if it turns out it tested good.
