Frame rate problem

I'm having frame rate issues with many games. My system specs are:

Maximus hero VII
Core i7 3.5ghz processor
Kingston 1600mhz RAM 16gb
PSU Gold 80+ 750W Corsair
EVGA GTX 780 SC ACX
Windows 8.1 (Retail)
Samsung 840 EVO 500GB

I have re-installed Windows and Steam. I have the latest bois, chipset, and graphics drivers. I have tried with Nvidia Geforce experience installed and not installed. I have tried overclocking the CPU to 4.4ghz with no difference observed. I've tried my GPU in my friends rig and it performs as expected so I've ruled that out as faulty.

I get around 45 fps in Sleeping Dogs, Hitman Absolution, Max Payne and also get frames spikes in FF14 and other games. I'm under the assumption that my system should have no problem running all of these games at max settings. I've tried getting help on the EVGA forums but the advice was buy a new motherboard and CPU. I have replaced all components apart from the GPU for brand new replacements but I'm still having the same problem.

I just need to know if this is normal or whether I should sell this expensive hunk of metal because I'm sick of messing with it and getting nowhere. This is the final straw. I literally don't know what else to do. Any advice would be appreciated.
