780 ti can't max out Wolfenstein

I have an i7-4770k 3.50 ghz
nvidia gtx 780 ti evga superclocked 3gb
8gb ram
21.6gb on hard drive
I was able to max out Wolfenstein the new order and have it lock at 60 fps even under heavy firefights, I went to play the game today only to find out that my PC can't even run it 60 fps without it dropping to 20-30 fps, I had just recently got my computer back in July and don't understand what's happening, is the game badly optimized or is my card deteriorating already?

Is there a specific place where this happens or randomly? Try playing older level and see if it lags. If it does lag on certain level then it is a problem with the game.

I tried four different levels and they all lagged, the frame rate on the levels would each go from 60 to 30 then 30 to 60 then sometimes even below 10 but just for a quick second. The thing is that I can still play Metro Last Light 50 fps maxed with Physx and ssaa on 2x and it doesn't drop even in firefights. IDK what's happening because I also recently had trouble running Minecraft which would drop below 3 fps at some points and have the frame rate be crazy too. Is it my card?

Try running a FurMark on the 780ti and give us the results. Should only take 15 minutes.

It was built for me, I even specifically told them to be careful and had extra padding and heatsinks between the cpus and gpu and "pro wiring" which should be done no cost but I got in just in case. I customized it on the website

Like prime 95 or IBT? That's for CPU's. If you mean FurMark, then yes.

Max GPU Temp: 68°C, I haven't been home for a week and then I went to play it today only for it to have crazy frame drop.

No abnormal noises from the build only the noise it usually makes which are the fan no coil wine but do you think me messing with MSI afterburner has something to do with it?

I just changed the power limit and the core clock a little but had problems running Metro as it crashed saying my graphics card had failed so I changed MSI back to default and Metro worked fine

Have you tried completely uninstalling the graphics drivers and then reinstalling them? I've had that issue twice with my 770, both times were fixed by doing the above. Use display driver uninstaller to do the deed. (http://www.wagnardmobile.com/DDU/downloads.html)

You'll have to reboot into safe mode to properly uninstall the drivers, and when you reinstall the drivers, make sure to choose "Custom installation" then choose to do a clean install of your drivers.

Yes, download the drivers from Nvidia's website before uninstalling preferably, but it shouldn't matter.
