I keep getting random shutdowns (complete power off) with the following -

Asrock Z87 extreme6
i7-4770k
4 x 4gb corsair ram
2 x SDD's, DVD, 1 x Sata drive
XSPC D5 dual bay res / pump
NZXT Sentry fan controller (9 fans for MO-RA3)
Couple of fancy lighting for the case

The PSU is a OCZ-ZX1000W - it is rated at 83A on the 12v rail (which should work with the 295x2) but I am running out of juice with just the 1000w?

It's a decent power supply , has enough juice to run those specs.

As above, that PSU should be fine, but I have no idea what could be causing your shutdowns. Are they just complete go to black shut offs or actual Windows shut downs?

It's a black shut off, things have escalated the mobo isn't powering on at all (no post), tried another PSU with the 295x2 disconnected and powered off and still no power or post :(

could be anything. This is the longest of long shots, but if your motherboard has an on board power button, press that. If it only has pins, short them with a key or something. I had something similar happen recently and it turned out my power button had broken.

Back to regular sized shots, check each stick of ram (take one stick out, try turning on, replace it, repeat with the rest one by one), maybe try re-installing the CPU whilst checking for bent pins in the socket, someone on here recently had a weird issue where nothing seemed right, turns out he had a short on the back of his mobo (I think he either left a stand-off in place or something fell behind the stand-offs and got stuck), so maybe do an out-of-case boot before removing the CPU entirely

Yeah the power button on the mobo isn't working. Just to be awkward I have a water-cooling loop. I'll try the RAM first, the CPU is underwater which hasn't moved or anything so very unlikely to be that. Process of elimination I guess...
