New Build Woes - Any help appreciated

Hi all

I am just in the process of finishing my first new build, spec below;

Fractal Design R4
MSI z97 Gaming 5
i5 4690k
212 Coolermaster Evo
r9 280
8gb 2133 ram

Unfortunately I seem to have hit a few issues;

One of the front USB 3 ports does not work even though they both connect via the same cable to the motherboard? would this be a faulty case? Would be depressing to have to take everything out again!

Idle temperatures on the bios seem to be pretty high;

i5 4690k starts at 33 degrees when turned on but then goes up to around 42 after 10 minutes, this seems pretty high compared to a lot of other people.
The motherboard starts at 26 degrees and goes up to around 31 degrees after 10 minutes

I have one front intake fan running at about 760rpm (60%) and one out take fan running at 760rpm (60%) also, with the cpu fan using the smart fan mode and running at 552 rpm currently.

Here lies my next issue the two system fans in the bios are showing erratic figures jumping from 760 all the way up to 1561 and even 19000, although it doesn't seem like they actually change speed. What would be causing this? The CPU fan is not showing this same issue.

I haven't changed any settings on the motherboard yet and the voltages are all set to auto with my 2133 memory currently running at 1333.

Any help is much appreciated!
 
Solution
In the BIOS, select the option to "Load optimized defaults" save the settings and reboot.
Also what is your ambient temperature?
Run a stress test with AIDA64 and monitor the temps of your cpu.
Make sure you install the USB 3.0 drivers.
