Cannot mount external drives on USB 3 after unmounting

I tend to find USB 3 ports far more flaky than USB 2. My USB 3 drives will connect to USB 2 at all times. But if I've connected and mounted an external drive to the USB 3 port and then remove it safely by "ejecting" the drive, I can't connect other drives until I reboot using the USB 3 port. I can, however, connect the drive to the USB 2 port. Device Manager shows no problems and all ports ready to go.

Thanks - it's an ASRock z68 extreme 4 gen 3. Great board which doesn't seem to have had an update in years. The USB 3 used to work. Sometimes Windows updates throw things for a loop but, in this instance, the drives just aren't mounting consistently using USB 3 ports.

Hmmm.... maybe it's just the front ports on my case. Frustrating. They seem to go out on many cases although I'm not sure if it's the board or the case, although I suspect the latter.
