r9 280 285 280x oh please help

So I have a limited budget but am looking to upgrade. I have so many problems: My PSU, what card, and what monitor. My original plan was to get a 144hz monitor along with a r9 280, but with the 285 out what should I get. I currently have an r7 265 with a monitor at 1600x900 and it plays bf4 beautifully. But with upgrades what will I gain from what? If i get the r9 28whatever will i be able to see 100+ fps on bf4 on 1900x1080? So would the monitor be a good 5 year monitor? Would the card only put out 60fps so the 144hz would be a waste? Also one more consideration would be I have a TR2 430W PSU so the upgrde to the 285 would be an extra 10 w over the 265. But Is the 280 better than the 285? So many questions, many thanks in advance!

I would advise you to upgrade your psu before any GPU upgrade.
If you run the R9 280 at high or med settings, you can get 100+fps which is ideal for a 144Hz monitor. If your fps doens't go above 60fps, it is not really worth the 144Hz monitor.

What kind of PSU should I get?
Also Would I be better off getting a 1440p monitor at 60hz? And if so could the r9 28whatever run at 1440p with 60fps on high bf4 settings?

You have to test settings but it is doable at high with no motion blur above 60fps.
I assume both R9 280 and R9 285 can run 60fps at high at 1440p

If possible get the R9 280X, else the R9 285 since it has the newest architecture for AMD currently that even the R9 290 doesn't have.
I would advise overclocking your gpu to gain more fps performance once you have a decent psu.
