cpu temp 103* C...yeah...very bad.

I managed to get into the bios and the cpu temp said 103c.

The fan is over working it seems. It's an Intel core 2 duo 2.4 ghz chip.

Build the computer out of used parts and everything else is working...so any ideas why the temp is so high? How do I lower it?

Could it be the very crappy PSU that i have? i have a coolmax 400w.

Purchase a new CPU cooler today. I disagree with your assessment that something is on "very tight" if all the pins required to hold it down are broken.
If it's the stock intel heatsink with the push pins then there is good chance the pins are either broken or not inserted correctly. If you check the back of the motherboard you should see where plastic pins go through, then split and hook onto the motherboard. If any of them don't look like they've taken then your not getting good contact between the CPU and heatsink
