One of my friends said the R9 280x was having problems

he was only getting like 100 FPS On minecraft and it wasnt working that well.

This is a great build mate. The people you heard from probably didn't have a good CPU or may have bottleneck the GPU.

It depends on the occasion.

For example:
A person has a 10 year old CPU (maybe a bit to sarcastic), then he has a R9 280X. This CPU then doesn't allow the GPU to perform at its highest optimal performance.

Well maybe it could be driver roubles. Try updating.

Or he has viruses.

These are vey common issues for low FPS or FPS drops.
