External monitor video 'glitching' effect windows 8

I recently bought a very nice Asus monitor, because the monitor that came with the laptop was (just like the laptop) very 'economically' balanced as far as performance goes. Since the laptop's graphics card is not amazing, I can't run dual monitors stably, but I figured just running the second, external monitor should be alright, right?

So far no complaints, the monitor is bigger then the entire laptop xD, and games, etc only slight noticeable performance drop (unlike w/ both monitors on.)

However, when playing videos (more frequently with 720/1080p higher quality ones, there is a very noticeable (and VERY annoying) visual 'glitching' effect, almost like in an FPS game with server lag.

It isn't 'flickering' exactly, I've looked at refresh rates, and the monitor's refresh rate is 10 billion times better then the laptop's monitor I'm sure, so I'm at a loss as to why it would be doing this?

It doesn't happen on games, only on videos streamed through the web (Does this on IE and Chrome).

Does anyone have any experience with this problem? Or any advice?
