Windows 8.1 Sudden Lags

I've recently built a PC and I've noticed an issue. When I use the PC for 40 minutes+, I notice slight lags. So like if I move the mouse cursor around rapidly, I can notice the entire OS lag. I am currently using Windows 8.1 Pro, with all drivers updated and installed. I've also reinstalled the OS to see if the lag would go away. However, I close all (most) of my applications from the notification area, the lag stops and Windows runs perfectly. I don't know if its a problem with the SSD, or

* I have all my programs (Mozilla, Visual Studio, etc.) installed in the HDD from Western Digital.

Motherboard: ASUS Z97 Deluxe (NFC & WLC)
CPU: Intel Core i7-4790k @ 4.4GHZ
Memory: CORSAIR VENGEANCE PRO SERIES 32GB @ 2133MHZ (DDR3)
GPU: ASUS GTX 780 Ti Direct CU ll
PSU: Corsair RM1000
SSD: Samsung SSD 840 EVO (250GB)

Hmm thats a new on me, the only logical thing that i can think of is that the code/program that resource monitor's uses to poll the hardware for temps voltages ect... is clashing with another program that's also polling your hardware. Example if your using CPUZ and have the task manager open(resource monitor) these 2 programs are trying to do the same thing at the same time and are accessing the same sensors to do so. I've never seen this before but due to it being windows 8.1 (newer and slightly different code for hardware monitoring) this could be causing your issue. It could also just be plain clashing with another program. try this-
Disable all programs from start-up with ccleaner, restart computer, the open task manager and see if...

Sounds like one of the programs running in the background is causing the issue. This is long and tedious but you need to disable all of the start up items with Ccleaner, reboot see if problem still persists. Then enable programs one at a time or in groups of 5 (to cut down on time) and see which one(s) are causing it to have intermittent lag(s). You do have quite a few programs running in the background, and you are running windows 8. Not all software is certified yet for the OS, and could be having issues with others.

Another possibility is to unplug your Ethernet cable I.E disable your internet completely, leave all your programs checked to start up when windows boots and see if it still lags. You could have a Virus/Malware that's causing the issue.

head over to bleeping computer, run download rkill and Rouge Killer. Run one at a time with all programs running in background then reboot and do the 2nd one here are the links

It might find some things that aren't supposed to be there

Hey man, thanks for the reply! Actually, I recently noticed when I close the task manager (which I always have running), the lagging stops. Do you know why?

If its still lagging then a Microsoft service itself might be clashing with the task manager.exe. try in safe mode with all start ups disabled in Ccleaner, open task manager and see if it lags still.

then it could be a bad sensor on the motherboard causing the resource monitor to glitch because of the way its polling(requesting data from the sensor on the motherboard/hardware. and or its just not compatible with the hardware.
