Monitor shows nothing when pc starts up

I built my pc using second hand parts for cheap prices. When i finished, i started up my pc and monitor doesnt display anything. I tried both vga ports, gpu and integrated. My motherboard isnt likely to be broken because the power state led onboard is working. I soon relised something, when i turn on my pc, my cpu fan starts for a while then stops then starts again. I checked the psu watts requirement for my system and it was more than needed. I ordered a speaker from ebay to check so ill wait for it. All answers are appreciated.

Specification;
i5 4460
Ddr3 2x4gb 2x2gb kingston
Gt640 low profile 1gddr5
Asus b85 pro gamer
Silverstone st50f psu

Ps: mobo was used with win8 by previous owner and the hdd is win7 installed. Is this the problem?

First thing I would try is a different power supply. If that doesn't work then move onto the ram, it might not be compatible and or bad ram. If thats not the issue, try removing the video card. Next I assume its an 8 pin power to the mobo, try using just 4 pin. I have had that happen before where it would only post with 4 pin power plugged in even though it had 8. And it wasn't a bad power supply.

check and see if your ram is on there via the serial number

Also if needs be there might be a short between the case and the mobo. I have had that problem a couple of times and reseating the mobo worked almost every time.
Plus do you hear a beep? That means the mobo should be functional.

^ is either kvr1333d3n9/2g or kvr13n9s8/4g supported?. I dont think i have enough budget to buy another psu. I said im ordering the post speaker, its coming here nect week
