Use WiFi or your carrier's data plan. You may be asking the wrong question though. Are you maybe asking about a hotspot generator on your phone? The manual or the phone from your service provider will explain things.

You must be thinking of using internet on you PC via your device go to Settings\WIRELESS & NETWORKS\More ......\Tethering & Portable hotspot\Wi-Fi hotspot there turn on your hotspot and your carrier's data. Connect your PC via Wi-Fi. DONE
