My computer died after power failure

Hey
I have had this computer since 5 years. Me and my brother assembled it ourselves at home. The current configuration is
1. Gigabyte turbo 3d
2. N VIDIA MSI 460 graphic card
3. Cooler master real power pro 850
4. Cooler master v8 heat sink
5. Corsair DDR3, 2 RAM of 2 GB each
6. WD HDD, 2 of 1 TB each

Connection pin on one of the HDD was damaged already but i fixed the connector carefully so that it worked without any glitch. Also start button was sticky i. e. I had to press it little hard to boot my system.
I had to format my PC due to clutter that was piling up. But having lost my own windows CD, I sent it to local PC shop. They installed the windows for me. After they returned my CPU it did really fine it next morning until suddenly the power for house failed and computer died. Assuming everything will be fine once the electricity would come back, I left the system as it is.
Light came but now my computer won't start. The red light glowed at the back of the CPU case. But nothing else would move. Fans won't turn , no beep sound. Everything is dead inside.
On asking the repair shop , they said coz the system is so old and as I was not using any UPS , the VGA chip must be damaged.
Please tell, what do they mean exactly.?
Can a damaged VGA kill the computer?
How can I fix this?

If it was VGA then you would hear beep codes from the mobo.
If you see fans spinning for a second then turning off and no beep sounds (check if a beeper is connected) then its likely roasted mobo.
In general after a power failure the first suspect is a PSU.

I removed the PC from video card and connected the monitor to mother board ... The computer worked... its started....
Thank you so much.
But now please explain what I should understand from this. .. is my video card damaged or something else. How can I fix that and what should I do if there is next power surge ( will it damage something else ) ?

Well I'd say it will be a PSU faiure. Unfortunately when they decide to die they can take some hardware with them.
If you don't have hardware to replace and test out I think computer shop is your only option.

Also you can try remove bios battery for 2 minutes... motherboard can be in some failure mode and refuse to start.

Another thing. I shut down my PC proper this time but now again it won't start. Am holding the start switch as culprit bit could there be something else ?

First of all do one thing pich on the clr cmos button and now strt the pc from the button on the mobo
Now the best thing u can do is to check out your system by borrowing the power supply from someone
