BOOT_DEVICE_LED Red, not sure of the issue.

So, after a long period of trial and error, I finally got my first build computer to boot up. Yay!
Unfortunatly, I encountered another issue. Upon bootup, a red light dances around the different warning signals (VGA, CPU, MEM, ect.), before stopping at the "BOOT_DEVICE" light. There is no video output. It should be noted that the processor fan is not spinning. Im not too sure if that means i have a dead CPU, Or I broke it when i installed it, but the fan is not running when i first boot the computer. All the LEDs, fans, and lights all work, however. It is just the "BOOT_DEVICE" lit up. Im not too sure what that can all mean, so I would love some ideas. Once again, this is my first build, so please excuse my noobness xD

Everything runs fine except for the processor fan, but im assuming this is normal as the processor light is not on. I also tested to see if the CD tray works, and it does. My mouse also lights up (Steelseries sensei raw), so I know it is not a power/motherboard issue.

Also, I have tried plugging my HDMI cord into the mobo, and gpu. I also have my mouse/keyboard plugged in, some people said that sometimes causes this issue.

GPU: EVGA GTX 780
PSU: Coolermaster 1000W
RAM: G.SKILL Ripjaws X Series 8GB
Processor:Intel Core i7-4790K Haswell Quad-Core 4.0GHz
 
Solution
If the CPU fan is not working, DO NOT run the computer!

Do you have the CPU cooler plugged into the proper port on the mobo? Prolly something like CPU_FAN. Check your mobo's manual.
