Well you have two options really.

You could get this one: http://www.arctic.ac/us_en/accelero-twin-turbo-690.html

Although I'm not sure you could find it anywhere as I don't know if Arctic Cooling still makes them.

You could purchase a liquid cooling kit http://www.frozencpu.com/products/22393/ex-wat-284/Alphacool_NexXxoS_Cool_Answer_120mm_D5UT_-_Complete_Kit.html?tl=g30c83s137#blank

And a GPU block: http://www.frozencpu.com/products/23108/ex-blc-1141/XSPC_Razor_nVidia_GTX_690_Full_Coverage_VGA_Block_-_Reference_Design.html?tl=g30c311s1687#blank

You might have to choose a different liquid cooling kit depending on if your case can support the size of the radiator provided. I just chose that one as an example.

You could also...

Here is a thread with a user with the same problem as you. Personally I would also tell you to opt for an aftermarket cooler. Unless you really love your reference 690 cooler it would be preferable. But if you really want to try, you could find out your 690 fan dimensions and purchase a replacement fan from here. But seeing how you were able to afford one in the first place, buying an aftermarket cooler for it shouldn't be much of an issue for you in terms of price. Availability might be an issue for you though.

You could maybe try a custom loop liquid cooled system. Well that is, if you have the money for it.

If you purchase an aftermarket cooler it will perform better and be more quiet than your stock cooler. If you can't find a fan that goes with your card then you should purchase an aftermarket cooler. You've already lost your warranty breaking your fan blade as it probably doesn't cover user inflicted damage; even if it was accidental.

You could also choose all the parts yourself but that does get a little complicated. Hope you have fun! :)
