It should but my i5 4690k itself runs at very low fps in ultra, if you are planning to buy a laptop for gaming, buy an i7

"U" is a power saving, and low performance dual-core CPU. I doubt you'll get playable FPS anytime soon with it.
You don't need an i7 to play Watch Dogs. Watch Dogs is a horridly optimized console port anyway. It's for this reason that they made the "Recommended" hardware for the game completely outrageous to compensate power for efficiency, and stability.
