CPU: intel quad core 4690 $225
GPU: R9 270x $170
PSU: Seasonic G series ssr-550rm 550w 80 plus gold $80
Storage: seagate barracuda 1t 3.5 7200rpm internal hard drive $55
Memory: a-data xpg v1.0 8gb(2x4gb) ddr3 1600 $77
case: cougar archon atx mid tower case $40

total:around 717
total with a r9 280x: 787

what should i change?
i don't plan to overclock.

Looks OK, but you can just grab the cheapest 1150 Core i5 and save up on that to add to a better video card. Like a R9-280

What is max budget will you bay ?
so I expected that it is 787$ so If your using is gaming so get the i5-4460 and GTX 770 and 650W PSU will be very good chice ...

is the evga 600b better or the same quality than the seasonic 620w s12ll? i really want the 280x, do you think that 600/620w is enough for the gpu?

i dont need a z97 since i am not going to oc(cpu is normal version). i picked another memory the h mobo only supports 1600.

the one i was looking was this one, but for some weird reason i wasnt able to find it on pcpartpicker. Sapphire
100363L R9 280X 249.99 -10.00 rebate = 239.99 free shipping. gtx 770 seems to be $280 thats why i dont want it

600 or 620 watts can handle a R9-280 or R9-280x. I picked the Z97 isn't for the sake of OCing as your CPU isn't a K model. I picked that because it has more features 2 new features. It has SATA Express and M.2, some H97 only has M.2 but their prices difference is not that much of a difference compare to a Z97. If you don't see the need for these new features, then just grab the cheapest 1150 board you can get.
Most of the cables that you need are already included in the motherboard box, so no need for extra cables.
The PSU on the other hand, before getting check to see if it has a power cord. Antec EarthWatts for example don't come with one.
