I have Windows 8.1, and am currently using Notepad to make lists. I know in previous version of Windows, you were able to strikethrough the text, but I cannot find the option to do that in Windows 8.1.
If anyone could help me, I would be ever grateful, thank you.

Notepad has never had that capability, it's nothing more than a simple text editor. Wordpad has the function you are looking for.

Notepad, Notepad++ edit plain text files. Bold, Italic, Stikeout, font size - these are attrobutes to a formatting, and there is no (standard) way to keep these in plain text file.

So, if you want character / paragraph enhancements, you must move away from plain text files, and use word processor (Wordpad, Microsoft Word, Libre Office etc) for that.
