Any corsair PSU is not good VS and CX series series of PSU from corsair are poor for a for a gaming PC build with cheap capacitors and 520 watt is more than enough required for him even if he OC the card and CPU.
r9 270x max TDP 170 watt processor 84 watt other system 100 watt tops so 520 watt is more than enough and for the amps r9 270x requires 24 amps @ 12+ volt continuous current.

That's why Corsair VS series is called an 'entry level' and CX series is called 'builder series'. Both of them are entry level PSUs and a number of them are OEMed by CWT which is not that good. But all these PSUs are better than the cheap ones available in India like Zebronics, iBall and 'no-name' brands which are worst and chosen by most local system assemblers.
He'll have to not just look at the power rating but the ampere rating on the 12V rail because some manufactures tend to hide these behind the total power rating. Eg. CM Thunder 500.
He can try the TX series or higher from Corsair if he choose to. But the Seasonic is recommended.
